SUMMARY OF DUTIES
The purpose of this position is to determine initial financial eligibility and to periodically review financial eligibility for Medicaid, Supplemental Nutrition Assistance Program (SNAP), Employment Related Day Care (ERDC), and Temporary Assistance for Needy Families (TANF) programs.
The office serves seniors and adults with disabilities. We provide assistance to individuals and/or groups dealing with issues relating to economic disadvantage, unemployment, abuse and neglect, substance abuse, aging, disabilities, and inadequate housing. The office is open from 8-5, Monday through Friday. The needs of the public will adequately be served.
Main duties include:
Interview applicant(s) and other required persons in a variety of settings to determine need and initial eligibility for ODHS programs including, but not limited to: TANF, MAGI, non-MAGI, SNAP, ERDC, long term care financial. Review application and documents in accordance with agency policy to determine financial eligibility in a timely manner. Inform applicants of verification process. Articulate rules, regulations, procedures, and responsibilities to Oregonians.
Inspect eligibility decisions and benefits amounts calculated by the ONE system for accuracy and appropriately authorize denials and/or approvals for benefits based on agency policy.
Provide choice counseling and facilitate referrals to SHIBA, Medicare and community programs as appropriate.
Initiate contact with ongoing long term care recipients as required to complete their annual financial recertification.
Redetermine ongoing financial eligibility for benefits by reviewing application packets and other supplemental data as required by current policy.
Identify indications of fraud and/or abuse. Refer possible fraud to Fraud Investigation Unit and abuse concerns to Adult Protective Services.
WORKING CONDITIONS
Typically, work in an office environment. When required, physical exertion such as climbing stairs, walking on uneven terrain and transporting a laptop.
Must Occasionally travel to individuals' homes, hospitals, nursing homes, and other provider settings as well as other local offices and Salem. Occasionally drive a variety of cars which may be unfamiliar, to remote places in a variety of terrain and possibly inclement weather.
May encounter environmental hazards including unsanitary conditions. May come in contact with people who present as irrational, hostile, or angry who may become assaultive verbally, physically or with a weapon. Also, will come in contact with animals, some of which may be dangerous.
May be exposed to a variety of contagious diseases such as staph infections, lice, MRSA, etc.
MINIMUM QUALIFICATIONS:
Two years of experience determining eligibility for an agency program by:
interviewing to assess the needs of clients, AND
interpreting and applying the policies, rules, and guidelines that are applicable to the client's situation,
OR
An equivalent combination of education, training, and experience relative to the class concept. (45 quarter hours is equivalent to one year of experience).

Experience interpreting and applying policy.
Experience working in a team environment.
Experience explaining and articulating rules, laws, and policies in a customer focused manner to a non-technical audience.
Experience learning and navigating online systems and phone systems.
Experience communicating effectively in writing and when engaging Oregonians over the phone.
