We are hiring a Nursing Facility Survey Manager (Compliance & Regulatory Manager 1) to join our Safety, Oversight and Quality (SOQ) Nursing Facility Survey Unit (NFLU). In this position you will, plan, organize and manage the survey unit operations; provide leadership, including oversight of the survey process and the development and implementation of special projects; supervise the assigned surveyors in the NF Program, this includes onsite supervision while surveyors are conducting onsite survey work activities in nursing facilities. Summary of Duties
As a Nursing Facility Survey Manager, you will:
Ensure nursing facility (NF) survey activities are scheduled, prioritized and analyzed based on required federal and state time frames.
Consult and assist in considering team assignments for those activities, consider facility size, geographic location, facility compliance history, current complaints, surveyor staff availability and team dynamics.
Participate, analyze and provide direction for the north recertification team, State Operations Manual and state policy and procedures.
Ensure compliance with federal and state performance standards.
Promote, recruit and retain a diverse workforce that is representative of our community.
Participate in orientation and training for surveyors and support staff; timely execution of ODHS Employee Performance Accountability and Feedback quarterly; provide coaching and initiate corrective and/or disciplinary actions as necessary.
Consult with and assist surveyors with decision-making regarding potential immediate jeopardy situations or substandard quality of care, and other survey activities as needed.
Respond to grievances and facilitate communication and problem solving.
Participate with the NF program team as needed to review policies, procedures, office activities, regulation clarifications, personnel issues and special projects.
Minimum Qualifications
A valid driver’s license and acceptable driving record are required for this position.
Five years of lead work, supervision, or progressively related experience
OR
Two years of related experience and a Bachelor’s degree in a related field.
Essential Attributes
We are looking for candidates with:
Long-term care knowledge and experience.
Leadership and/or management experience including a commitment to continuous learning and leadership skills to assist staff with developing goals, strengths, and addressing areas for growth.
Experience working independently and collaboratively with a team to reach a common goal.
Knowledge of Nursing Facility regulations and operating practices, including surveys and complaints.
Preference will be given to those who have the Surveyor Minimum Qualifications Test.

Working Conditions
Hybrid work condition. You will be in nursing facilities for oversight of staff every quarter at a minimum or business needs.
Required to occasionally travel Statewide and overnight for variable lengths of time.
May be required to travel in times of poor road conditions and inclement weather.
Required to occasionally work more than scheduled hours on some days and/or weekends/holidays, or in the event of serious or emergency situations.
May be required to wear appropriate personal protective equipment in certain circumstances while onsite at nursing facilities.

The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
Must successfully complete the Surveyor Minimum Qualifications Test and maintain certification.
Will be required to be "fit tested" for personal protective equipment to conduct onsite survey visits in nursing facilities.

General Information
This is a permanent, full-time position and is a Managment Service, Supervisory position and is not represented by a union. Management role is not eligible for overtime, this is straight salary.
